The Chair will participate in a roundtable entitled “Military AI and the Reconfiguration of the State: A Source of Power and Powerlessness”, moderated by Prof. Théodore Christakis, Director of the Chair (Legal).

The increasing integration of artificial intelligence into military systems is transforming the role of the state, reshaping defense strategies, and challenging traditional concepts of sovereignty and power. While AI offers new opportunities to strengthen military capabilities and strategic autonomy, it also raises significant legal, political, and technological challenges, including new dependencies and vulnerabilities.

The following questions will be discussed:

  • How is military AI transforming the role of the state and reshaping the balance of power in international relations?
  • To what extent does AI strengthen states’ military capabilities and strategic autonomy while creating new forms of dependency and vulnerability?
  • What legal, regulatory, and governance challenges arise from the increasing use of AI in military and defense applications?
  • How can states maintain effective control, accountability, and sovereignty in an era of AI-driven military transformation?

The roundtable will bring together the following experts:

  • Prof. Théodore Christakis (Moderator), Professor of International, European and Digital Law at Université Grenoble Alpes and Director of the Chair on the Legal and Regulatory Implications of Artificial Intelligence at MIAI;
  • Fanny Coulomb-Guicherd, Associate Professor at Sciences Po Grenoble;
  • Louis Perez, Associate Professor at the University of Orléans;
  • Philippe Wieczorek, Director of the Multidisciplinary Institute in Artificial Intelligence (MIAI)
