On May 14, Karin Bannelier, Deputy Director of the Chair, moderated a high-level panel titled “The Global Race to Regulate AI,” organized by the New York Cybersecurity Center.

The panel examined the growing importance of AI regulation as a strategic and geopolitical imperative. Once viewed primarily through technical or ethical lenses, AI governance is now recognized as a powerful tool of international influence. The discussion highlighted how regulatory frameworks are not only essential for ensuring safety, accountability, and democratic oversight—but also for enabling states to assert digital sovereignty and shape the global regulatory landscape.

Following key issues were discussed:

  • Why to regulate AI, what are the objectives behind AI regulation?
  • What are the main models of this regulation?
  • Does the European Union’s AI Act could become another example of the “Brussels effect,” in which an EU regulation becomes the global standard for AI regulation ?
  • What might be the main implications of AI regulation for police forces and law enforcement agencies? How could AI regulation impact the way they operate in the future ?
  • What are the major challenges and points of divergence but also convergence?
  • How do these regulations could affect businesses and innovation?
  • What are the risks of this global race ? Is there a risk of regulatory fragmentation ?
  • What could be the potential advantages of pursuing a universal or international regulatory framework?
